Domain authority is a rough score for how much the rest of the web points at a site: how many other sites link to it, and how well regarded those are. A site nobody links to scores nothing, which is what no measurable authority means. It does not mean the site is broken; it means search engines have almost no reason to trust it over anyone else's.
Having a website and being findable are different things, and the gap between them is where most local marketing budget actually goes. A quarter of these sites are starting from nothing.
